Off-Roading
In May 2004, The Countryside Council for Wales
and Forestry Commission Wales co-hosted a conference to explore
opportunities for structuring and managing off-road
motorcycling.
The main recommendations from the
conference were to promote a consensus and partnership approach
across Wales towards both:
- The development of opportunities for off-road motorcycling as a
legitimate outdoor recreation activity.
- The curtailment and management of unlawful off-road
motorcycling.
The prominence of off-roading has led to significant interest
across Wales, including from the Welsh Assembly Government. The
Wales Assembly Government have asked CCW to assist in the
implementation of key recommendations in the report of the joint
FC/CCW led group on off-road motorcycling in Wales as well as work
with partners organisations and local authorities to carry out
exemplar projects on 3 new sites or routes in Wales that are
suitable for recreational off-roading.
The projects will help to develop good practice to share with
other key organisations as well as develop our own internal policy
on off-road motorised recreational activity, which will result in
greater reductions in illegal use and improved management of
legitimate recreational off-roading.
CCW are already supporting exemplar projects agreed with
partners in Wales:
- Elan Valley Enforcement and Education Initiative – Rural Crime
Police Community Support Officer
- Cambrian Mountains Partnership Pilot
We are also talking with partners about taking forward further

Wales Off-road Motorcycling
Emerging from a conference hosted by the Forestry Commission Wales and CCW in 2004, the Wales Off-road Motorcycling Steering Group (WORSMG) was formed to try and develop a consensus to addressing three main issues.
- Effective enforcement of existing laws
- Provision/management of appropriate opportunities, and
- Responsible use & education
